Notre Christi Academy of the Philippines has been an ESC (Education Service Contracting) participating school since 2009. Thus, it enables the school to participate in having ESC grantees in Grade 7 to Grade 10 that receive subsidy every school year. Later on, when TSS (Teacher Salary Subsidy) was enacted, the licensed JHS teachers also became entitled to receive TSS every school year provided they meet the requirements that the TSS required. In 2016, NCAP also became one of the schools to participate in the SHS Voucher Program, which entitled the ESC grantees of the JHS to become SHS Voucher recipients for Grades 11 & 12.

NCAP upholds the DepEd Policies and Guidelines on the Implementation of the Government Assistance to Students and Teachers in Private Education (GASTPE) that PEAC (Private Education Assistance Committee) embodies.

With that, NCAP has to abide to the requirements of PEAC for the continued participation in the GASTPE Program such as:

  • Attend the annual ESC/TSS/VMS orientation in order to be allowed to create billing statements;
  • Create a School Committee for the selection of ESC/Voucher beneficiaries composed of the following members:
    • School Head (Principal)
    • Faculty Association President (JHS Head Teacher)
    • Parents’ Association President (Over-all PTG President)

Responsibilities:

  • Prepare the profile of ESC applicants and accepted grantees
  • Establish the selection process of ESC grantees
  • Sign the ESC billing statement
  • Open and maintain an LBP account bearing the name of the school. The ESC/TSS/Voucher payments are deposited in the school’s LBP account;
  • Orient ESC grantees/TSS recipients/SHS Voucher beneficiaries. Prepare and retain a copy of
    • Orientation Program
    • Orientation Attendance Sheet
  • Prepare the ESC grantees folders that contain
  • ESC Application Form & Contract
  • Photocopy of PSA Birth Certificate
  • Photocopy of Grade 6 Report Card
  • Recent 2×2 photo of Esc grantee
  • Proof of income of parent (Certificate of Employment/Indigent Certificate/Income Tax Return
  • Prepare the TSS recipients folders that contain
  • TSS recipients license
  • TSS recipients certificate of rating
  • TSS recipients class program
  • Prepare the SHS Voucher beneficiaries folders that contain
  • ESC certificate for Grade 10 ESC completers from private school
  • Qualified Voucher Recipients for Grade 10 non-ESC completers from private school
  • Photocopy of Grade 10 Report Card
  • Photocopy of PSA Birth Certificate
  • Proof of income of parent (Certificate of Employment/Indigent Certificate/Income Tax Return
  • Undergo ESC Recertification. Failure to comply will result to put on-hold all the billing statements of the school.
  • Slot allocation. The school’s ESC slot allocation for incoming Grade 7 is the total number of slots used in Grade 7 of the previous school year plus the requested additional slots upon its approval.

Selection of ESC Grantee

Eligibility

  • Elementary graduate from a public or DepEd Recognized Elementary school
  • Incoming Grade 7 student (ALS A&E/PEPT Grade 7 qualifiers are included)
  • Has not been a recipient of the ESC in the previous school years
  • Filipino citizen

  • ESC Application Form & Contract
  • Photocopy of PSA Birth Certificate
  • Photocopy of Grade 6 Report Card
  • Recent 2×2 photo of ESC grantee
  • Proof of income of parent (Certificate of Employment/Indigent Certificate/Income Tax Return

        Coverage

  • ESC – 4 years of JHS starting from Grade 7
  • Voucher -2 years of SHS starting from Grade 11

        Amount of Grant

  • Php 9,000 for ESC grantees in Grades 7-10
  • Php 14,000 for SHS Voucher Recipients in Grades 11 & 12 for ESC grantee and Qualified Voucher Recipients from private school
  • Php 17,500 for SHS Voucher Recipients in Grades 11 & 12 for Grade 10 completers from public schools

        Conditions of the Grant

  • The ESC grant remains in force for the next school year if
  • The grantee is promoted to the next grade level;
  • The grantee is enrolled in an ESC participating JHS;
  • The grantee transferred to another ESC participating school, however if the amount of grant differs the lower value prevails;
  • The grantee that dropped out of school due to death of parent or guardian, force majeure, prolonged illness or accident may be reinstated in the program provided they submit the documents to support their claim.
  • The SHS Voucher remains in force for the next school year if
  • The SHS Voucher recipient is promoted to the next grade level.
  • The grant is terminated if the grantee does any of the following:
  • Drops out for non-health reasons in the middle of the school year;
  • Does not reenroll the following school year;
  • Fails to be promoted to the next grade level;
  • Dismissed or expelled by the school for disciplinary reasons;
  • Transfers to a non-ESC participating JHS or to public schools.

          Terms of TSS Participation

  • Teacher Eligibility. Teachers must be
  • PRC Licensed Teacher
  • Teaching ESC Grantees
  • Teaching 180 minutes or 1 subject load in JHS only
  • Full-time employed in the JHS
  • Computation of the TSS. Each TSS recipient receives
  • Php 1,500 per month of service to the JHS
  • Full subsidy of Php 18,000 if employed for at least 10 months or until the end of the school year

  • Preparing ESC Supporting Documents for the creation of ESC billing statements in the IMS (Information Management System)
  • Update school profile
  • Encode new Grade 7 ESC Grantees
  • Update the status of previous school year’s ESC grantees
  • Process transfer-in ESC grantees
  • Upload supporting documents
  • Create ESC billing statements
  • Affix e-signature on the following documents
  • ESC billing statement
  • Schedule of Tuition, other and miscellaneous fees
  • Attestation of ESC grantees
  • Preparing SHS Voucher Program Supporting Documents for the creation of SHS Voucher billing statements in the IMS (Information Management System)
  • Update school profile
  • Encode Grade 11 and 12 SHS Voucher Recipients
  • Upload supporting documents
  • Create SHS Voucher billing statements
  • Affix e-signature on the following documents
  • SHS Voucher billing statement

  • Attestation of SHS Voucher Recipients
  • Preparing TSS Supporting Documents for the creation of TSS billing statements in the IMS (Information Management System)
  • Encode the TSS recipients
  • Create billing for the TSS recipients
  • Affix e-signature to the TSS billing statement

    Processing of ESC/TSS/Voucher Payment

  • Process Flow. Billing statements are electronically forwarded to PEAC Regional Office for clarification and signatures then to DepEd Regional Office then to PEAC National Secretariat then to DepEd Central Office Accounting Department and finally payments will be received by the school’s Land Bank account.
  • Monitoring of Payments. Payments are monitored through the ESC/TSS/Voucher IMS.
  • Important Dates and Deadlines. Dates and deadlines must be followed strictly.
  • Processing of Refunds. School shall issue a bank check to PEAC NS if there is a refund, payable to Department of Education OSEC and a letter explaining the reason of refund and attach a payment refund form.
